For just two properties along Paromlinska Street, the City of Zagreb will allocate nearly two million euros. Proposals for their purchase have been submitted to the City Assembly, but this is only part of a much broader resolution of ownership relations regarding the future City Library Paromlin.
Namely, the City obtained a location permit in August 2025 for the reconstruction of Paromlinska Street, which includes stormwater drainage, public lighting, and bus stops. Based on this, a parceling study was created, and the future traffic corridor deeply intersects several private residential parcels along the western edge of the street.
As a result, proposals for the purchase of properties on Paromlinska will soon be presented to city representatives. On the first parcel, with an area of 507 square meters, there are two multi-family buildings with a total of seven apartments, storage rooms, a yard, and a covered parking space. For the road, 251 square meters are needed, but the appraiser determined that the owners would lose their economic interest in the remaining part, so the City is purchasing the entire property. It has been valued at 1.51 million euros.
A similar situation exists on the second parcel. There, the entire plot has 148 square meters, of which 109 are needed for reconstruction. In this case as well, it has been assessed that the remaining part no longer has economic significance for the owner, so the City is purchasing the entire property for 471,120 euros. Together, the two purchases will cost nearly 1.98 million euros.
Expropriation Records
While the City managed to reach an agreement with some owners for amicable sales, it has already initiated expropriation procedures on a number of adjacent parcels. In the land registers, records of the initiation of these procedures appeared on a whole series of parcels within just a few days at the end of June and the beginning of July. On some parcels, the intervention covers almost half of the area, on others more than 70 percent, and on one, even 143 out of a total of 152 square meters, or 94 percent of the land.
