HBOR Opens Moratorium for Farmers and Small Fuel Distributors

Due to the significant increase in energy prices, raw materials, and other input costs, the Croatian Bank for Reconstruction and Development (HBOR) has decided to introduce a moratorium on loan repayments for micro, small, and medium-sized enterprises in the agriculture, forestry, and fisheries sectors, as well as for entities engaged in the retail trade of petroleum products and liquefied petroleum gas.

This decision was made following the conclusions of the Government of the Republic of Croatia regarding measures to support the economy, and its purpose is to alleviate the pressure on the liquidity of entrepreneurs and provide them with additional time to adapt to market instability.

The measure applies to users of HBOR’s direct loans and includes investment loans and working capital loans that are in the waiting or repayment phase on the date of submission of the moratorium request. The moratorium covers the principal of the loan and regular interest, is granted for a maximum duration of six months, and no fee is charged for its approval.

– We are aware of all the challenges our farmers and entrepreneurs in related sectors are currently facing. Our role, as a development bank, is to respond in a timely manner and provide them with concrete support. Therefore, following the Government’s conclusions on measures to support the economy, we have introduced a moratorium to enable them to stabilize their operations in conditions of significant market uncertainty,” stated the CEO of HBOR, Hrvoje Čuvalo.

In the agriculture, forestry, and fisheries sector alone, the possibility of utilizing the moratorium applies to nearly 600 entrepreneurs, for loans totaling 100 million euros.

Requests can be submitted by mail, in person at the office (Zelinska 3, 10 000 Zagreb), or via the HBOR website, no later than June 30, 2026, and all information, as well as the application form, can be found at the following link.
