The Battle of Intermediaries: Who Will Conquer the E-Invoice Market?

As of January 1, 2026, all taxpayers in Croatia will be required to issue and receive invoices exclusively in electronic form, through information intermediaries authorized by the Tax Administration. This is the most significant step in the digitalization of the fiscal system since the introduction of eInvoices in public procurement, and the project known as Fiscalization 2.0 brings profound changes to the daily operations of entrepreneurs.

For large systems, this means a new level of automation and standardization, while for small entrepreneurs, the key challenge is how to comply with legal obligations as simply as possible. There are numerous unanswered questions from small entrepreneurs, and one of the most common is which information intermediary to choose. The official website of the Tax Administration has published a list of 17 intermediaries, and we asked some of them what they offer and how prepared they are for January 1st.

The company Editel, which is part of an international group with over 40 years of experience in electronic data interchange, emphasizes that it is fully prepared for all regulatory requirements of Fiscalization 2.0.

Special Emphasis on Support

– Our solutions enable entrepreneurs to easily comply with new obligations related to issuing and receiving e-invoices in B2B and B2G environments – the company states. Through certified infrastructure and advanced EDI solutions, Editel ensures the fiscalization of e-invoices through a verified information intermediary, allowing clients reliable communication with the Tax Administration without the need to develop their own technical solutions.

They place special emphasis on advisory support and the digital archive of e-invoices, which, as they say, reduces administrative burdens and accelerates the document processing process.

Editel distinguishes itself with a comprehensive approach to digitalization, and in addition to fiscalization, it offers integration with ERP systems, e-archive, and the international platform eXite, which enables secure document exchange.

– Unlike many other intermediaries that offer only basic functionalities, Editel provides ‘end-to-end’ support from technical integration to compliance with regulations and security standards – the company highlights. Service prices, they add, are defined individually, and data security, they emphasize, is “the foundation of business.” The company operates in accordance with GDPR, and systems are regularly monitored and improved.

From the Megatrend–Omnizon group, they state that ‘full compliance and a painless transition’ are their primary goals.

– Our goal is for fiscalization 2.0 not to be just an additional cost, but a lever for accelerating document flow and automating business – they note. The company actively monitors official documents from the Tax Administration, tests all processes, and updates its e-platforms according to changes in specifications.

Specialized Components

Unlike others, Megatrend does not offer a one-size-fits-all product, but rather specialized components within the group. Omnizon Systems is the technological core, or platform used by other intermediaries, while Megatrend Redok provides ready-made services for users in Croatia. Omnisight, under the brand ‘Your e-Invoice’, covers the market of small companies that do not have their own ERP systems, offering them plug-and-play solutions.

– Our advantage is not only in the system but in the entire ecosystem from the technological engine, through the enterprise layer, to simple interfaces for small users – they say from Megatrend, adding that their pricing models vary by service level: licensing and maintenance for the platform, project pricing for large users, and transparent packages ranging from five to 140 euros per month for small entrepreneurs.

Regarding security, the Omnizon platform is certified according to the ISO 27001 standard, and the company actively participates in international interoperability networks such as PEPPOL. Data, they emphasize, is stored encrypted, with multiple layers of protection and complete access control. This data security is precisely what concerns small entrepreneurs, as we have heard, who can guarantee security today? However, information intermediaries have evidently thought of that as well.

The company DB Informatika began preparations for Fiscalization 2.0 with a clear plan: first to meet all technical and security requirements, and then to develop commercial activities. However, they say, market interest has exceeded expectations.

E-Invoices Must Not Be a Luxury

– Although we have directed our marketing efforts towards small businesses, our main problem is how to respond to every inquiry on the same day – they state.

Their SUPER system is specifically tailored for small and medium-sized enterprises, offering them a functional local program for managing invoices, completely free of charge.

– We know that many still use Word or Excel for invoices, which is why we created a simple and intuitive solution that introduces them to the new system – they explain from DB Informatika. Their philosophy is clear: e-invoices must not be a luxury.

– We are deeply convinced that e-invoices cannot and must not be a new parafiscal burden – they state. In the NO LIMIT campaign, entrepreneurs can purchase an annual package without limitations on the number of invoices for 19 euros per year.

The security of the system is based on ISO 27001 and ISO 27017 certifications, and their robust infrastructure with redundancy and disaster protection guarantees stability.

– Our SUPER system is designed to the highest standards of security and fault tolerance – they emphasized.

One of the most experienced intermediaries in the market, the company Elektronički računi, known for its mer service, is fully specialized in eInvoices and related services.

Special Educational Webinars

– We live eInvoices – they state from the company that employs 80 specialists and processes more than two million invoices worth over four billion euros monthly.

Their solution is already fully compliant with Fiscalization 2.0, and they consider data security an absolute priority.

– An invoice is not just money; it contains business secrets: who you sell to, at what prices, with what discounts – they warn.

All data is redundantly stored at two remote locations, in three independent copies, and the system has 24-hour monitoring, SIEM tools, and regular penetration tests. The company holds ISO/IEC 27001 and ISO/IEC 9001 certifications, is registered with the HNB as a payment institution, and from 2024 will be part of the Norwegian group Visma, a European leader in digital business solutions.

In addition to security, Elektronički računi excels in user education. They organize MER Caffè webinars three times a week, collaborate with over 500 accounting software manufacturers, and nearly two thousand bookkeeping services. A special curiosity is their AI agent Meri, who today resolves more than 70 percent of user inquiries with a very high satisfaction rate.

– Entrepreneurs do not have to deal with technical details; it is our job to enable them to focus on their business – they concluded from the company.

In recent months, the loudest in the media and advertising space has been Parra, or the company Aestus, which stands behind the Parra application that works with small entrepreneurs and bookkeeping services. Their solution covers both ‘Fiscalization 1.0’ and ‘Fiscalization 2.0’, enabling the issuance, fiscalization, and exchange of e-invoices, but also much more.

Simple and Transparent

– Parra is not just a system for fulfilling legal obligations, but a comprehensive solution for running a business – they assert from Aestus. In the application, users can create offers and travel orders, track work records, and initiate payments.

In their business model, they emphasize simplicity and accessibility: one forever free package, six months of free use of full functionalities, and the lowest prices on the market for the offered options. Aestus has a security certificate and will soon introduce a cyber attack insurance policy.

– For entrepreneurs, the most important things to know are two: what they need to change and how much it will cost them. Everything else should be simple and transparent – they state from the company, adding that the price depends on the package. The basic package named ‘Start’ is free, while the next two are 4.99 and 9.99, depending on additional options they offer (such as connecting a bank account, initiating payments, or tracking working hours).

The price of services is formed based on multiple parameters in the company Hitra Produkcija dokumenata, where potential clients can only receive a specific calculation upon request. However, they offer annual prepaid packages for users exchanging up to three thousand eInvoices annually and monthly packages for users exceeding that number.

– Additionally, we do not charge for the archiving service in the first calendar year in which the user starts using the eInvoice sending service if they decide to activate the archiving service – they state from the company.

Hitra Produkcija dokumenata is among the first information intermediaries to fully align their solutions with the requirements of the Tax Administration within the Fiscalization 2.0 project. Their system already enables the creation, exchange, and archiving of B2B and B2G eInvoices, thus covering the entire process, from electronic to paper delivery channels. The upgraded eDocuments service supports the new AS4 protocol and MPS register, and offers users additional flexibility such as sending invoices via email or printing and distributing paper versions.

A Large Number of Entrepreneurs Still Unprepared

– In this way, we enable complete digital transformation while preserving business continuity – they emphasize from the company.

Hitra’s focus has traditionally been on large invoice issuers for whom they have been producing and distributing documents through various channels, from mail to online banking for years. However, in the new cycle of digitalization, they have opened up to smaller users through collaboration with ERP manufacturers and bookkeeping services.

– Digitalization is not the same for everyone, which is why we develop tailored solutions – they state from Hitra, adding that they do not treat information security as a technical detail but as the foundation of business. The company has had an information security management system implemented according to the ISO/IEC 27001:2022 standard for over ten years, along with the ISO 9001:2015 certificate, which confirms compliance with the highest quality standards.

They also pay great attention to user education: each client receives their own advisor who guides them through the process of implementing and using the system.

– Our goal is for users to be not only ready but also confident in all phases of change – they explain from Hitra.

Despite the fact that, as they say, ‘a large number of entrepreneurs are still not fully prepared for Fiscalization 2.0’, Hitra actively contributes to informing and preparing the market. In collaboration with Fina, the Tax Administration, and ERP partners, they provide advisory support and up-to-date information. Their goal, they say, is for entrepreneurs not to perceive the new fiscalization as a bureaucratic obligation but as an opportunity for faster, safer, and more efficient digitalization of business.

There Is No More Time

The Croatian Post sees its entry into the world of information intermediaries as a natural continuation of its previous work in eInvoices for public procurement. The new service PostLink has been developed based on user experience and market needs.

– Users have clearly told us what they want. These are simplicity, clarity, and transparency – they state from the Post. Their solution enables the exchange, fiscalization, and archiving of invoices, and is distinguished by a special billing model based on the principle of ‘fair use’.

– We do not have subscriptions or long-term contracts. The user pays only for what they use, and the number of invoices purchased can be used throughout the year – they state from the Post.

From the company, they report that they actively communicate with users through online support, phone lines, and informational campaigns, and their Sveračun newspapers, printed and sent to all entrepreneurs, explain the basic concepts and obligations of Fiscalization 2.0.

– Although users are becoming increasingly aware of their obligations, we still often hear ‘there is time’. Our goal is for everyone to be ready by the end of the year – they tell us from the Croatian Post.

Although information intermediaries differ in their approach, they share several commonalities: high security standards, an individual approach to users, and a strong emphasis on market education. While large systems like Editel and Megatrend build complex infrastructures for integrating business systems, smaller intermediaries like Aestus or DB Informatika offer simple tools tailored to micro-entrepreneurs.

Fiscalization 2.0 thus does not only mean a new legal obligation but also an opportunity for business modernization. The introduction of e-invoices into the B2B and B2C spheres marks the end of paper but also the beginning of a new digital business culture. As 2026 approaches, intermediaries are already calling on entrepreneurs to prepare in time because, as one of them warns, ‘when it is five to twelve, it will be too late.’
