The City Assembly of the City of Zagreb has adopted the Amendments and Supplements to the General Urban Plan (GUP) of the City of Zagreb, the first comprehensive changes since 2016, announced the City of Zagreb.
The GUP of the City of Zagreb is the most important spatial planning document that, as stated, determines how the city will develop, build, and organize, and how spatial values within its scope will be protected.
– This is the most far-reaching decision since I became mayor and a historic moment for Zagreb. I consider this a great victory for the citizens, whose will will finally put an end to the chaos in space, respect public needs and public interest – emphasized Tomislav Tomašević, the mayor of the City of Zagreb, explaining the main goals of the amended GUP.
The amendments and supplements to the GUP will enable more systematic planning of areas for schools, kindergartens, homes for the elderly, health centers, cultural spaces, and other public areas. Green areas have been increased by 36 hectares, which corresponds to the area of 21 Stara Trešnjevka Park, and public areas have been increased by 18 hectares. Planned residential neighborhoods from the second half of the 20th century are being protected, and the green area that must be on every building plot is being increased.
In the city center, a new designation M0 has been introduced, allowing for the reaffirmation of housing and encouraging the return of residents to the city center. The amendments to the GUP protect areas planned for individual residential construction and prevent the construction of large residential buildings in places of family houses. Measures are also being introduced to prevent the construction of apartments with substandard spatial solutions.
