Fiscalization Confirms Consumption Growth: Tourists and Locals Spend More Than Last Year

Data from the Tax Administration on fiscalized invoices that we published yesterday shows that consumption in Croatia has significantly increased during the peak of this year’s tourist season compared to last year.

In July 2025, 273.3 million invoices were issued, which is 1.2 percent more than in the same month last year, while the value of these invoices reached 5.58 billion euros, or 6.1 percent more than in July 2024.

A similar trend is visible in the first half of August. From August 1 to August 15, 128.8 million invoices were fiscalized, which is 2.5 percent more than in the same period last year. The total amount reached 2.78 billion euros, which is 7.7 percent more than last year.

As the annual inflation in Croatia is around 4 percent, it is clear that part of the increase relates to higher prices, but even when this is taken into account, there remains room for real consumption growth. In other words, tourists and local consumers are spending more in the summer months, not just more expensively.

Record Fiscalization in 2025

From the beginning of the year until August 15, 1.61 billion invoices have been fiscalized in Croatia, with a total value of 29.54 billion euros. The most invoices were issued in July, when turnover exceeded 5.5 billion euros, and the first part of August already confirms that the tourist season will be record-breaking.

The growth of fiscalized invoices has been largely driven by record tourist results, but also by the impact of inflation and the increase in wages and employment, while the broader application of fiscalization further reduces the gray economy. If the trend continues, 2025 could be historic for the level of fiscalized turnover, with an estimate that the total value of invoices will exceed 40 billion euros. However, the question remains as to how sufficient this strong budget filling from the tourist season will be to cover the increased budget expenditures this year.
