Electronic Archive is the Main Tool for Business Document Security

The announcement of a new law on fiscalization, which is set to come into effect on September 1 of this year and be applied from January 1, 2026, has once again brought the issue of information security in Croatia to the forefront. Security challenges, according to the profession, can significantly affect only companies that are unaware of procedures that represent a security threat, or have not developed an awareness of the importance of adhering to basic rules for personal and business security.

Electronic invoices and a secure and controlled electronic archive, emphasize the service mojeRačun (MER), are incomparably safer ways of doing business than exchanging and storing paper.

– As a registered information intermediary and payment institution listed in the Register of Payment Service Providers, we are obliged to implement security protocols of the highest level of security, especially for every segment of our business. Being a payment institution means that we are compliant with the Law on Digital Operational Resilience for the Financial Sector (DORA), which is currently the highest standard of security and resilience in financial operations – stated Domagoj Mihalčić, Head of Business Development at Elektronički računi.

Data Monitoring

Elektronički računi have established an independent information security department that, in addition to developing and implementing security protocols, conducts regular employee training to preempt any security threat that may jeopardize the data of the company or its clients.

– MER is the only information intermediary in the market whose core business is e-invoice and accompanying services, so we have vast experience related to the exchange of electronic documents, electronic payments, and information security concerning the storage of documents in the e-archive. We store user data in parallel at two highly available data centers that are constantly monitored – explained Mihalčić.

In recent months, there has been a heated debate among entrepreneurs regarding the e-archive, particularly in the context of whether e-invoices can be printed and stored on paper, which Mihalčić assesses as a completely misguided perspective regarding the management and security of electronic documents.

– The only original e-invoice is a structured document in XML, so the only ‘appropriate’ discussion in this regard is what conditions the e-archive must meet to ensure the authenticity of the sender, the integrity of the content, and immutability over time – emphasized Mihalčić.

Secure e-archive

The electronic archive of MER, in addition to meeting the aforementioned conditions, also meets high security standards that allow users to enjoy all the advantages of paperless business from any location.

– Digital documents stored in a secure and controlled e-archive cannot simply disappear due to natural disasters or human error, unlike paper documents. Information systems like the MER e-archive allow for restricting access rights to unauthorized persons, quick searching, and easy access to documents, which significantly facilitates business operations. Without an e-archive, we cannot talk about the security of business documents; it is the main tool – explained Mihalčić.

He added that the security provided by MER to its users is among the best in the country, but that the company is most satisfied with the fact that all security measures they implement have not complicated the use of the end service for users.
