Exempt Income Increases: We Bring an Overview of All Increased Allowances

With the first day of the new year, 2024, a new calculation of exempt allowances and income begins. A larger number of regulations of the Income Tax Act is now in public consultation, among which is the one defining the amounts of 47 exempt allowances, support, rewards, and other income. According to the new rules, every worker in Croatia can receive exempt allowances of up to a maximum of 250 euros per month if the employer decides so.

The occasional reward is raised to an exempt amount of 700 euros. Monetary rewards for work results (additional salary) will increase from 995.42 to 1120 euros, and the flat-rate allowance for meal expenses will rise from 796 to 1200 euros. When it comes to occasional rewards for workers, for ten years of service, for example, the exempt amount increases from 199.09 euros to 280 euros, and for thirty years of service from 464.53 to 504 euros.

Daily allowances for official travel in the country will rise from 26.55 euros to 30 euros. Support for worker disability will simultaneously increase from 331.81 to 560 euros.

Students and pupils can also expect a significant increase in exempt amounts, which will in many cases exceed 20 percent. Scholarships will be exempt in the amount of 539.90 euros per month, and the amount will rise to 840 euros. From now on, allowances for athletes will not be taxed up to the amount of 560 euros, whereas it was previously 232.27 euros.

All these tax changes will increase workers’ income, and if we judge by the calculations of the Ministry of Finance, last year 12 billion kuna was paid based on such income, which contributed to a slightly higher growth of total employee income than what average salary data shows.

– This is just a proposal for amendments to the Income Tax Regulation that is currently in public consultation, and it is not impossible that there will be further changes before we see the final version in the Official Gazette. We always welcome any increases in exempt items and hope that employers will review their situation and find ways to pay workers the highest exempt amounts. It would certainly be even better if such changes were announced a little earlier, so that we could comment, consider all implications, and ultimately implement them on time to maximize the benefits of what the Ministry offers with these changes – emphasized Vladimir Nol, partner at the consulting company Mazars.
