New platform with electronic services e/m-Signature and e/m-Stamp

The Central State Office for the Development of the Digital Society (SDURDD) presented a new platform with electronic services e/m-Signature and e/m-Stamp on Tuesday, which are available to all citizens, state bodies, and business entities through the e-Citizens system or directly on that platform.

Currently, there are 641 public and state institutions using these services, said State Secretary of SDURDD Bernard Gršić during the project completion celebration.

The e/m designation for electronic services means that they can be accessed and used via mobile phones, and these services and the platform were developed as part of the project ‘Establishment of a platform with electronic services for e/m-Signature and e/m-Stamp’ which has been implemented from the end of 2018 to March 2023.

– This project is a ‘cog’ in the mechanism of digitalization of public administration and part of the digital transformation of society, as it enables all public and state bodies to have a digital signature and stamp, which means that papers are going into history as well as faster and better communication between citizens and institutions – emphasized Gršić.

E-Signature and E-Stamp replace the physical signature and stamp, allowing 1.73 million citizens currently in the e-Citizens system to use them, as well as all others, with Gršić emphasizing that the e or digital signature is only valid in a digital environment, but not when the paper is printed.

He noted that it is used, for example, in the Ministry of the Interior for fines that are digitally signed, as well as for contracts that citizens sign for buying and selling, among other things.

Gršić importantly stated that these services are intended for everyone, and that citizens should use them because without them they are “just wires and servers,” and he believes that the digital signature and stamp also enable easier submission of electronically signed documents for various purposes in public institutions.

Project manager Igor Ljubi stated that the project is worth about three million euros (or 22.5 million kuna) and is fully funded by the EU, and has practically been completed before the official deadline at the end of March 2023, and it is expected to bring many benefits, from faster and more efficient communication with state bodies to reduced business costs.

The solution for the services and platform was developed by the agency AKD, which won the job in an international tender, and its CEO Jure Sertić emphasized that a complex job was done “integrating EU directives and regulations.”

He also reminded of other, as he said, successes of AKD in digitalization, such as the traceability system for tobacco products and the digital COVID certificate, as well as the personal e-ID, for which they received both European and global recognition, as well as for their mobile application Certilia (which enables digital signing of documents).

– The Certilia brand we developed and protected is worth about 50 million euros, which is a great success for a state agency, and the goal of everything we do, including on this platform, is for Croatian citizens to have the best that digital technology offers. We congratulate the government for defining digital and green transition as a direction for the development of Croatia – said Sertić.
