In addition to billionaires among entrepreneurs, last year revenues exceeding one billion kuna were generated by another 17 budgetary and extra-budgetary users (excluding ministries and the budget of the City of Zagreb). According to InfoBiz data, the highest revenues are collected and spent in three institutes. The Pension Insurance Institute (HZMO – 45.32 billion kuna) and the Health Insurance Institute (HZZO – 32.79 billion) have higher revenues than Energija naturalis. They are followed by the Employment Institute (HZZ), Croatian Waters, and Croatian Roads, as well as the largest healthcare institution – KBC Zagreb (3.33 billion kuna).
Among the billionaires in the public sector are four clinical hospitals: Rijeka, ‘Sisters of Charity’ in Zagreb, Split, and Osijek, the Environmental Protection and Energy Efficiency Fund, the Central State Office for Demography and Youth, the Croatian Institute of Public Health (HZJZ), HAMAG-BICRO, and HRT. Until last year, state television was among entrepreneurs, as an obligation to submit an annual financial report, but now it is among non-profit organizations.
Croatian Highways are on the billionaire list, but also on the list of budget users, with different amounts: with total revenues of 2.44 billion kuna (according to GFI), or 3.63 billion kuna when the difference between revenues and expenditures based on public goods is added. A similar difference exists with HŽ Infrastructure.
