Poreč Presents Project for Digitalization and Transparency of City Administration

In the Small City Hall, the Mayor of Poreč, Loris Peršurić, and the Head of the City Administrative Department for General Administration and Economy, Morena Mičetić Fabić, presented DIGIT UP POREČ, a project for the digitalization and transparency of the administration, which the city administration has been actively working on for over a year.

As the mayor noted, the ultimate goal, as well as a new legal obligation, is to enable citizens to use services more easily through the digitalization of the city administration, as well as to gain insight into budget expenditures – from purchase orders, works, salaries, travel orders to media.

The mayor’s duty was to rationalize costs – from procurement, official vehicles, and travel expenses, representation to contracting new, lowest possible interest rates on existing credit obligations such as those for school construction.

– With these measures, we saved the city about 10 million kuna, and the construction of three new city kindergartens in Velom Maju, Dračevcu, and Žbandaju cost about 10 million kuna, all of which have already been built and opened – emphasized Mayor Peršurić.

In addition to cost rationalization, Peršurić added that projects for digitalization and transparency that incur costs are also important to them. That is why they wanted to relieve the city budget and achieve up to 75 percent co-financing by applying for project tenders.

The City of Poreč is gradually introducing digitalization while simultaneously applying for funding from various EU and national sources. To avoid overburdening the city budget, the project ‘DIGIT UP POREČ’ was launched.

New Digital Services

The first among the digital services to assist citizens is the ‘Financial Card’, which will provide quicker insight into citizens’ financial status. This is a platform that is ready for use, but is awaiting approval from the Central State Office for the Development of the Digital Society for the introduction of this e-service into the e-Citizens system, they state in the announcement.

– Given that it is very important to make public services as accessible as possible to our citizens and other users, we have taken the position that we will offer all services that can be provided in digital form – said Head Mičetić Fabić, adding that they recently introduced the ‘e-Newborn’ service, and will soon introduce a digital service for insight into digital forms and the ‘Citizen Information System’ which will allow citizens to track their cases and documents in almost real-time.

DIGIT UP POREČ will also enable participatory involvement of citizens in the process of compiling the city budget, in such a way that they can submit suggestions and proposals through the ‘Budget’ service via the application. There will also be ‘Budget Transparency’, which, after the adoption of subordinate regulations by the state, will allow citizens to view the City’s payments to legal and natural persons on their websites so that this information is easily accessible and searchable.

Peršurić noted that, depending on obtaining the necessary approvals from the ministry, he expects the project to be implemented by the end of the year.

In Function Already Applications ‘Pazigrad’, ‘Gradsko oko’ and ‘PROračun’

Some applications that enable faster and more efficient work have been in use for many years. One of them is the ‘Pazigrad’ platform, which integrates the work of traffic enforcement, towing service, and parking service, ‘Gradsko oko’ for reporting municipal problems, cameras in Narodni trg, free wi-fi internet access in the city, and an interactive, informational screen at Peškeri.

Additionally, the website porec.hr offers its citizens an interactive application ‘PROračun’, which provides transparent insight into the management of the city budget. According to official data from the Institute of Public Finance, this year, the highest rating for budget transparency goes to Poreč.
