HBOR Hosts Conference of the Investment Fund of the Three Seas Initiative

The Croatian Bank for Reconstruction and Development (HBOR) hosted the conference of the Investment Fund of the Three Seas Initiative, during which participants discussed the role of the Investment Fund of the Three Seas Initiative and the areas of its operation.

The aim of the conference was to present the characteristics of the Investment Fund of the Three Seas Initiative (3SIIF) and the opportunities it offers for financing infrastructure investments. The planned size of investments in the fund amounts to 3 to 5 billion euros from institutional and private investors. The purpose of the fund’s investments is to reduce the significant gap in infrastructure quality compared to Western Europe and to achieve profits for investors through investments in the fastest-growing region of the European Union.

The fund has so far raised nearly 1 billion euros, which will be used for investments in infrastructure projects that contribute to the security and diversity of energy supply, economic, transport, social, and digital connectivity of the member countries of the Initiative, as well as stronger EU integration by reducing disparities in infrastructure quality. The first investments of the Fund have already been concluded.

The conference was opened by Tamara Perko, CEO of HBOR and member of the Supervisory Board of 3SIIF, and Gordan Grlić Radman, Minister of Foreign and European Affairs of the Republic of Croatia, addressed the audience via video.

Presentations on the activities of 3SIIF were delivered by Mrs. Beata Daszyńska-Muzyczka, CEO of the Polish Development Bank BGK and Chairwoman of the Supervisory Board of 3SIIF, and Mr. Paweł Nierada, First Vice President of BGK and member of the Supervisory Board of 3SIIF, followed by a detailed presentation of the activities of Amber Fund Management Limited, the investment advisor of the Fund.

In addition to information about the Fund’s investment strategy and its features, the conference provided answers to questions about how to structure a project that will attract investors, why “smart connectivity” is the cornerstone of regional development, what the experiences of project owners in which the Fund has already invested are, and many others. During the central panel of the conference “Financing Equity and Raising Investments in Croatia to the Next Level,” opportunities for the development of the equity market were presented, with a special emphasis on “smart connectivity” projects.  

The Three Seas Initiative and the Investment Fund

The Three Seas Initiative was launched as a platform for cooperation among twelve EU countries from the Baltic to the Adriatic and Black Seas, aiming to create coherent and well-integrated infrastructure in Central Europe. It is pro-European in nature and complements other forms of regional cooperation, while simultaneously serving as a platform for strengthening transatlantic ties.

The Investment Fund of the Three Seas Initiative, as a dedicated commercial fund focused on infrastructure investments in Central and Eastern Europe, will invest in energy, transport, and digital infrastructure in EU member states from Central and Eastern Europe located between the Baltic, Adriatic, and Black Seas, where the demand for long-term commercial investments in national infrastructure is among the highest in the EU.
