The Management Board of the Croatian Employment Service has made a decision on the Support for the Preservation of Jobs in sectors affected by the coronavirus (COVID – 19) for the month July 2020, which pertains to micro entrepreneurs.

This measure from HZZ for July 2020, compared to the measure from June, brings some changes, and below we provide answers to some important questions.

1. Who can and who cannot use this measure?

This measure is intended for employers who conduct economic activities, whose economic activity has been disrupted and who employ up to 10 workers. We emphasize that support cannot be granted in cases where multiple business entities have the same owner/founder, who individually employ less than 10 workers, but all business entities together have more than 10 workers in employment. The measure cannot be used by private accommodation renters, family farms that are not in the profit or income tax system.

2. For which workers can the measure be used, and for which cannot?

The measure can be used for workers at the employer, who are employed on a fixed or indefinite working time, including founders, board members, directors, procurators, and owners of crafts. However, this targeted group does not include retired workers and foreign workers from third countries whose residence and work permits have expired, nor workers employed after June 30, 2020.

3. What is the amount of support?

The amount of support is 2,000.00 kuna per worker who is employed full-time, or a proportional part per worker according to the number of working hours if the worker is employed part-time.

4. What criteria must the employer meet for support to be granted?

The employer must prove that in June 2020, they had a revenue drop of at least 50 percent, compared to June 2019, based on submitted VAT forms to the Tax Administration for June 2020 and June 2019. In cases where the employer has been operating for less than one year, they must prove a revenue drop of at least 50 percent in June 2020 compared to February 2020. This is also proven based on submitted VAT forms to the Tax Administration but for June and February 2020. If the employer is not in the VAT system, the revenue drop is proven based on a revenue drop table.

5. How is the application for support for July 2020 submitted?

The application is submitted via the online application on the website https://mjera-orm.hzz.hr, based on the standardized Application with accompanying tables, Statement of data accuracy, and reasons for using the support.

6. What is the deadline for submitting the application for support?

The application for support for July 2020 is submitted from July 7 to July 31, 2020.

7. What is the deadline for the payment of support by HZZ?

By the 20th of the month for the previous month.

The open question concerns the fact of what will happen with the contributions related to the received support, whether there will be a write-off of contributions for the received support?
