HZZ has announced that in consideration of the proposals from employers: HUP, HGK, and HOK, the Management Board made a decision on May 6 to amend the criteria for the use of subsidies for the preservation of jobs in sectors affected by the coronavirus – the updated implementation instruction can be viewed at this link.
Amendments have enabled the use of subsidies for April and May 2020. for employers engaged in seasonal activities, regardless of the form of business registration, provided that they registered their activities by February 29, 2020, and submitted their first application to the HZMO insurance system, and that they are in active status at the time of submitting the application. This does not apply to private accommodation renters or family farms that are not in the profit or income tax system, as stated in the announcement.

Applications for the allocation of subsidies to employers engaged in seasonal activities will exceptionally be accepted until May 15, and subsidies will be granted for April and May. These applications are submitted exclusively via email to the email address of the regional office according to the employer’s headquarters.
The measure is also available to individuals engaged in home-based work or secondary occupations according to the Crafts Act (NN 127/2019) if they are not compulsorily insured on another basis or if they are not pension beneficiaries.
Additionally, individuals who independently perform activities within the cultural and creative sector and pay contributions for compulsory insurance (pension and health) according to the amounts for compulsory insurance contributions determined by the Tax Administration (freelance artists, media workers, etc.), and who have lost their source of income due to circumstances such as the cancellation of public events, manifestations, performances, events, etc., can use the measure if their contributions are not financed by the Ministry of Culture.
Art organizations registered in accordance with the Act on the Rights of Freelance Artists and the Promotion of Cultural and Artistic Creation, entered in the register of art organizations at the Ministry of Culture, can submit a request for job preservation only for jobs in which they generate their own income according to double-entry bookkeeping, i.e., maintain business records in accordance with the Act on Financial Operations and Accounting of Non-Profit Organizations.

The employer is obliged to provide the Institute with proof of salary payment for the previous month, no later than the 5th of the current month in which the payment of the Subsidy amount is due as follows:
- proof of salary payment for 04/2020 paid in 05/2020 must be submitted no later than June 5, 2020.
- proof of salary payment for 05/2020 paid in 06/2020 must be submitted no later than July 5, 2020.
Submission is possible exclusively through the online application at this link, and proof of salary payment is considered a financial document from which it is evident that the salary payment obligation has been fulfilled (Statement from the business account), the designation of the Income, Income Tax, and surtax report, and contributions for compulsory insurance (Form JOPPD) and the OIB of each worker for whom the Subsidy was paid for each month of salary payment.
