For Blocked Government Aid Measures Infamous ‘Final Solution’

The Association of Blocked Citizens on Saturday, reacting to the measures announced by the Government to assist blocked citizens, stated that they “expected the Government to protect the people and the state, to stop the unprecedented usury of eight million kuna daily debt growth, 240 million kuna monthly, and we received a proposal that is the ID card of HDZ and HNS.”

The Association claims that this proposal is the ID card of HDZ and HNS which, in their opinion, signifies a sell-off, stratification of the state, corruption, disrespect for fundamental international documents, encouragement of economic, legal, and social inequality and homelessness, as well as a trend of absolute poverty.

“We received a proposal on par with the infamous ‘final solution’, which will provoke a new wave of financial and other forms of state violence,” claim the Blocked Citizens, adding that the Government cynically emphasizes in the preamble that “there are groups of people without income or with income so low that the enforcement of any collection against them is unfeasible.” They therefore find it incomprehensible that immediately afterward the Government proposes asset release.

The Association of Blocked Citizens emphasizes that the Government’s proposal must not pass the suggestions that children seeking alimony do not have priority in collection and that they are equated with other creditors, that all assets worth more than 5,001 kuna are to be settled and sold, and that assets are assessed at free discretion, in which the procedure is led by “court advisors.”

Also, in the opinion of the Blocked Citizens, the proposal that lawyers and tax advisors (…) have the right to 20 percent from the auction, and that the “state” provides them with an additional 10 million reward from the budget, as well as that the expedited procedure will be conducted without the consent of the “debtor” if they do not receive a notification and do not respond, must not pass.

The Blocked Citizens also oppose the proposal that enforcement proceedings continue even after the opening of expedited bankruptcy and that commissioners enter homes and seize, freely without the presence of the owner, by changing the locks on the doors.

They also oppose the fact that the creditor decides whether and to what extent to allow the dependent family to be settled from the bankruptcy estate, as well as that if the debtor in the procedure dies, the property is divided among creditors and that the statute of limitations is interrupted if the creditor “finds” new property.

They warn of the fact that “in the meantime, the only apartment is still being sold at auction for a debt amount greater than 20,001 kuna, the family is thrown out onto the street, and for the next 5 years they still pay enforcement for an apartment they no longer own.

Neither the measure in the Law on Debt Write-Offs for Individuals (up to 10,000 kuna), the association believes, has any positive effect. “Since the calculation of default interest was created on non-existent income, the claim for ‘future’ income is unconstitutional, must be unlawful, and such claims must be prevented by law,” call the Blocked Citizens. The Blocked Citizens assert that the proposed measures should be stopped because, for the advancement of democracy, it is necessary to prevent laws contrary to the interests of the majority of Croatian citizens from being passed in the Parliament.
