Biography of Dražen Jelenić

Dražen Jelenić, the current Deputy Attorney General, has been proposed by the Government at its meeting on Tuesday for the new Attorney General, who is expected to succeed Dinko Cvitan.

Jelenić was born in 1966 in Zagreb. He graduated from the Faculty of Law in Zagreb in 1992, after which he was employed as a trainee in the Social Accounting Service and the County State Attorney’s Office in Zagreb.

He continues his career at the Municipal State Attorney’s Office in Zagreb as a state attorney advisor and deputy municipal state attorney. He works as the acting state attorney at the Municipal State Attorney’s Office in Samobor, after which he is employed as a deputy state attorney at the County State Attorney’s Office in Zagreb.

From 2003 to 2008, he worked at DORH in the Office for the Suppression of Corruption and Organized Crime – Zagreb, as the Deputy Director of USKOK and head of the Department for International Cooperation and Joint Investigations. From 2008 to 2011, he worked as a county state attorney at the County State Attorney’s Office in Zagreb, and continued his work as the Deputy Attorney General.

Jelenić is the president of the State Attorney’s Council, a member of the Management Board of the Judicial Academy, the Council for Monitoring the Implementation of the Justice Reform Strategy, the Council for the Prevention of Corruption, and the Commission for the Conduct of Judicial Examinations. He is the head of the Croatian Delegation to GRECO (the anti-corruption commission of the Council of Europe).

He is a co-author of the first and second editions of the “Handbook for State Attorneys” and the “Handbook for the Application of the New Criminal Code.” He is a member of working groups of the Ministry of Justice for drafting proposals for several laws, the coordinating working group for drafting the Anti-Corruption Strategy 2015 – 2020, GRECO evaluation teams, and the negotiating group for Chapter 23 of the EU accession negotiations.

Among Jelenić’s published works and publications are “Deficiencies in the Preparation of the Factual Description of the Indictment,” “The New Role of the State Attorney in the Pre-Trial Procedure in the Investigation Following the V. Amendment to the Criminal Procedure Act,” “The Most Important Criminal Offenses Against Property – Legal Continuity and Application of the More Lenient Law,” and “Human Trafficking: Criminological and Criminal Law Aspects.”
