Dalić: The Salaries of Civil Servants Will Be Influenced by Results and Quality of Work

The Deputy Prime Minister and Minister of Economy, Entrepreneurship and Crafts, Martina Dalić, stated on Friday that work is underway on a law that would regulate the remuneration of civil servants, whereby results and quality of work would have a greater impact on their salaries.

Deputy Prime Minister Dalić made this statement on the sidelines of the conference on the European Fund for Strategic Investments (EFSI) in Zagreb, following media reports that a draft law on civil servants’ salaries is being prepared to increase the productivity and efficiency of public administration.

When asked by reporters whether she would succeed in pushing through the idea of ranking and rewarding civil servants, Martina Dalić said that the Ministry of Labor, together with the Ministry of Administration, is preparing the legal text, as well as subordinate legislation, which would regulate the remuneration of civil servants in a more qualitative manner.

– We are preparing it in a way that gives greater significance and impact on the salaries of civil servants to work results, quality of work, and a professional attitude towards work, and that this also enables the strengthening of the management structure, strengthening the accountability of the management structure in the civil service for the results achieved, which actually means for the quality of service they provide to citizens and entrepreneurs, for the speed with which they provide that service, said Dalić.

She emphasized that the state administration is here for citizens and entrepreneurs.

– We want to create mechanisms to ensure that the state administration adapts as quickly as possible to the demands of the market, the environment, and new technologies, which are also a significant instrument for improving the quality of that service, Dalić emphasized.

When asked whether the best would be rewarded, or whether the worst would be dismissed, she said that these legal proposals also provide criteria for how and in what way those who simply cannot meet quality standards leave the civil service.
