‘Methodological Step’ Plenković: The Government Will Review Draft Laws Before Public Consultation

Prime Minister Andrej Plenković announced on Thursday a new methodological approach in the process of proposing legislative proposals, prompted, as he said, by the public’s reaction to the Family Law proposal that was sent for public consultation, which did not undergo any formal discussion through government bodies or the Government itself.

– We will make a new methodological step whereby drafts of regulations, and at this moment I am not entering into the merits, will no longer be able to go through the consultation process in the current manner because these are documents that have not undergone coordination nor have they been seen by the Prime Minister or the Office (of the Government), the Prime Minister announced at the beginning of the Government session.

The Prime Minister stated that the Government will need to “strengthen the cohesion of views” a bit because it seems to him that such documents, especially those with political, financial, and other implications, can attract significant attention, and they are, he emphasizes, in a very, very early, initial phase of discussion.

Therefore, he adds, much better coordination at the level of the Government is needed because he believes that excessive political turbulence is caused in the early stages of the legislative process “about texts that have not undergone any form of coordination.”

He noted that there have been several such cases recently and appealed to ministers “to carefully assess the acts they individually adopt and release to the public before they undergo any form of coordination at the Government bodies.”

Such a system, he asserted, has evidently existed for years, and in order to avoid problematic situations, this methodology will be changed “so that it does not happen that acts are out there, and the Government has not formally seen them in any way.”
