Union: Five Percent of State Officials and Employees Blocked

The Union of State and Local Officials and Employees of Croatia warned on Tuesday that nearly five percent of state officials and employees are currently blocked.

According to data from Fina and the Ministry of Administration, enforcement on monetary claims against accounts is being carried out against 2,765 state officials and 187 employees, the union announced.

Data shows that employees in public administration, despite secure and regular salaries, are not immune to the occurrence of “limitations of financial sovereignty” and prolonged inability to dispose of part of their monthly income, the union emphasizes.

Since, according to data from the Statistical Overview of the Ministry of Administration from July 2017, there are 55,407 state officials and 4,009 employees in public administration, or 59,416 employees in total, the number of blocked public administration employees amounts to 4.97 percent, with a nearly equal percentage of blocked officials (4.99) and employees (4.66).

To this number, a minimum of 265 enforcements against the salaries of officials and employees carried out by employers should be added, which is likely higher considering that through the Central Payroll Calculation (COP) enforcement can be entered with a suspension code, so it is unknown whether some of the recorded suspensions are actually enforcements.

Additionally, according to data from the Enforcement Center, there are 22 state officials in state bodies against whom enforcement on property is being carried out, one employee, and two judicial officials.

Fina is also enforcing against 16 judicial officials, seven officials, and 59 employees without assignments, and thus without a designation of whether they are in the status of officials, employees, or officials.
