Edis Felić: When paying contributions, the report code is entered in JOPPD

I am registered as a taxpayer. From my gross income, I pay contributions and taxes monthly to the Tax Administration (PU), and through the eTax system, I send JOPPD forms as reports for contributions, and I long thought everything was fine. Namely, after each submitted JOPPD form, I received a response from PU: ‘Your form is correct’. Then, about six months ago, I started receiving information in my inbox in the eTax system that my JOPPD forms were unconnected.

I did not understand what it was about if the forms were correct, what they were not connected to, and no one I asked understood either. I decided that I would once jump to my tax officer to explain it to me because I was afraid that I would not find out anything by phone or email. Today I will, tomorrow I will, then never, and in the meantime, I kept receiving information ‘Your form is correct’ and that it is not connected.

The devil took the joke. Then I recently received an email from PU with about a hundred other addresses. It was a message to all of us that our forms are not connected and that we must do this via the SNU form. I realized that the devil took the joke and that one should not play with this because something could get complicated, and I really try to pay everything neatly and settle other obligations to PU.

I managed to contact my officer by phone (after all, because I did not have time to go to her), who kindly explained to me where I was wrong. Namely, my JOPPD forms were not connected to my contributions payments. For the record, the JOPPD form must be sent on the day when contributions are paid, neither the day before nor the day after, because then complications arise that, honestly, I do not understand, but that is not the topic of this Justice.

So, on the day I would pay contributions, I would always write the model and reference number on the payment slip and add my OIB. I thought that was enough, or it never even occurred to me that I should add another number. However, the officer explained to me that after entering the OIB, I should also add the report code that is in the title of the document, i.e., the JOPPD form. So, that was the mistake because I had no idea about it, as can be seen from the mailing list I received from PU, many citizens of Croatia who, like me, have the obligation to pay their contributions themselves do not know either.

There is also a film. PU says that this report code actually indicates which year it is about and what the serial number of that day in the year is when we send JOPPD forms and pay contributions.

– The report code of the JOPPD form is a mandatory data on the form and payment order, and based on that number, the liabilities and payments of the obligations shown on the JOPPD form are connected – they explain in PU.

PU explained that the JOPPD form and contributions payments can be connected using the application Specification of Unconnected Payments (SNU application), which is an integral part of the electronic services of the Tax Administration, i.e., the eTax system. They state that user instructions for the SNU application and an educational film that guides the user through the application while providing all the necessary information on how to connect payments with the liabilities shown on the JOPPD form can be found on the PU website.

So, it will take a little effort, but everything can be fixed, especially for us a little less smart ones who will benefit from the film. At least I need everything drawn out.
