The tax reform is the first major test for the coalition of HDZ and Most. Along with the current Minister of Finance Zdravko Marić, a whole team of experts has been working on the reform for several months, and details, plans, and simulations have been developed literally until the last moment. This is confirmed by the fact that the last meeting of the working group working on this was held on Tuesday, October 25, just one day before the tax reform, in its complete form, was presented to the main coalition partner – Most. It is somewhat irresponsible to finalize such a serious reform in a photo finish, believe the members of Most, who also have their own tax reform that they intend to present to Marić.

And after the HDZ reform is presented to Most, and Most’s to HDZ, and when these two parties reach some kind of consensus, it will be sent to the Government procedure for the ministries’ opinions, which have two weeks for their opinions and its ‘ironing out’. It is expected that the Government should adopt the tax reform and send it to the Parliament no later than November 10, the first parliamentary reading is already planned for November 16, and the second between November 23 and 29. The Parliament should vote on the tax package, which will include as many as 15 laws, no later than November 9, so that the legal solutions can be published in the Official Gazette and be in effect from January 1, 2017.
