There is a fear that this way of working for doctors will lead to a conflict of interest, that patients will be transferred to private practices, and so on.
For decades, efforts have been made to resolve the accumulated problems, from finances to the catastrophic state of certain Croatian hospitals, the underpayment of doctors who are increasingly seeking permits to leave Croatia. And so on, the list of problems is quite long. Since doctors are almost mass leaving Croatia, this could be a small measure to encourage at least some of them to decide to stay. On the other hand, liberalization worries patients who fear that they will only be transferred to private polyclinics if they want to receive the services they need.
