Pauletić’s Recipe for Decentralization

Tourism Minister Kliman has not read the series ‘All Lies of Marinko Božić’, which was once published by Večernji list. Had he read it, he would find it hard to agree to have as his deputy a person who has once already aired all the dirty laundry of his former boss.

Once a child prodigy, the youngest winner of ‘Kviskoteka’, an enigmatist and conqueror of the South Pole, Robert Pauletić honed his tourism craft as a travel writer on numerous journeys, which he has compiled into several books. And now he has started working on – the decentralization of Croatia. If not the entire Ministry, Pauletić would move his office to Split. Although it is ‘not a problem for him to come to Zagreb for work two or three days a week.’ A commendable sacrifice. However, decentralization does not mean that civil servants spend budget money in Split, Osijek, Rijeka, or Pula instead of Zagreb. Decentralization is the delegation of management of a larger amount of budget money to local communities, rather than having everything decided in Zagreb (or in state offices ‘in the field’). Pauletić’s decentralization resembles the previous practice, when ministers would go on official trips on Fridays – to their hometowns.
