The implementation of the SEPA (Single Euro Payments Area) project in Croatia technically represents a partial reform of the payment system as the project must also encompass national payment transactions in kuna.
Due to the need for additional testing, the previously defined national migration deadlines are being postponed. All business entities must therefore adapt to the introduction and acceptance of new payment transaction formats by June 6, 2016 (the previous deadline was April 1, 2016) when a new format for bulk payment orders will be introduced. Instead of the existing text file for bulk payment orders for electronic payments, all banks will receive credit transfers (payment orders) in the new XML format (message pain 001.001.03.)
Also, on February 1, 2017 (the previous deadline was October 1, 2016), direct debits will occur according to new rules, so instead of the existing direct debit, which consumers typically contract with the bank, the consumer gives consent for the direct debit of their account to the payment recipient.
– The National Payment System Committee on February 24, 2016, decided to postpone the deadlines for executing credit transfers and direct debits in kuna according to SEPA rules. At the same time, amendments to the rules for SEPA schemes were accepted, explained a member of the National Payment System Committee (NOPP) on behalf of HGK and coordinator of the Croatian SEPA Forum, Dražen Mršić.
