The Union of State and Local Officials and Employees of the Republic of Croatia (SDLSN) requested last night from Finance Minister Slavko Linić to prove his claim that salaries in the public administration are delayed due to clerks, or to apologize.
– The claim of Finance Minister Slavko Linić that salaries in the public administration are delayed due to ‘clerks who were supposed to calculate salaries under the new system’, while in reality they ‘boycotted the Government’s decision’, is a test of the credibility of this Government and Minister Linić himself – states the evening’s press release signed by the Secretary General of the Union of Officials Siniša Kuhar.
– According to the Law on State Officials, non-fulfillment, negligent, untimely, or careless execution of official duties represents a serious violation of official duty for which the official may be fined for a period of one to six months, in a monthly amount of 10 to 20 percent of the total salary paid to the official in the month in which the penalty is imposed, reassignment to another job of lower complexity at the same level of education, and termination of state service. The Union therefore expects that in the coming days, dozens, and perhaps even hundreds of procedures will be initiated in state bodies due to serious violations of official duty. If this does not happen, the Union expects an apology from the Finance Minister – states the press release.
The Union also notes that it has the impression ‘that Minister Linić always blames others for the failures of Government measures and activities’, citing that ‘Linić in 2002, as Deputy Prime Minister of the then Government, stated in Donji Lapac that ‘state officials obstruct the recovery of the country’, and in November last year accused ‘entrepreneurs without ideas and programs’ for the decline in GDP.
