The theme of this week’s Lider is startups, innovative companies in the early stages of development, and who can benefit from the ‘garage boom’.

Matilda Bačelić, a supporter of the startup scene herself, has conducted an analysis of the beneficiaries of young companies and why every entrepreneurial attempt should be unreservedly encouraged. However, as is often the case, there are those who claim that it is merely a fashionable trend on which politicians are scoring points and that not everything is as idealistic as it seems. Is toilet paper worth more than a promissory note? Has the key paper for longer payment terms become worthless? This bitter topic is addressed in this issue by Gordana Gelenčer. The Financial Agency’s Register of Promissory Notes shows who issued the promissory note, under what conditions, and for what amount, but the state of the debtor’s account and the actual coverage of the promissory note remains a mystery. Finance Minister Slavko Linić has firmly decided that payment deadlines in healthcare must be reduced to the deadlines prescribed by the new Financial Operations Act. However, whether this is truly feasible and if there is room for agreements and negotiations with Linić is another interesting report in the new issue.
