The current directive on not hiring new personnel in public administration seems to apply to everyone except when it does not. The latest exception is the competition from the Ministry of the Sea, Transport and Infrastructure, which is seeking 23 road traffic inspectors and one cable car inspector (a position that has not existed in that ministry before as it was under the jurisdiction of local government units).
The reason, as always, is alignment with European Union rules, explain those from the Ministry led by Božidar Kalmeta, namely meeting the criteria for closing Chapter 14. Transport Policy and Chapter 1. Free Movement of Goods. Moreover, a mission of EU experts, after careful analysis, has ordered that more inspectors be found. This, however, does not explain why the long-established surpluses in public administration are not being redistributed or retrained, but new people continue to be hired. (V. F.)
