Trade Unionists Request Meeting with Representatives of the European Commission

The Trade Union of State and Local Officials and Employees of the Republic of Croatia (SDLSN) has requested an urgent meeting with representatives of the European Commission Delegation and the World Bank Office in Croatia to discuss the Final Proposal of the Law on Salaries of State Officials, which “reduces the acquired rights of employees with the explanation that the Law must be aligned with the EU legal acquis.”

This was announced on Wednesday by the Independent Croatian Trade Unions (NHS), of which SDLSN is a member. The meeting is requested, according to the statement, considering the circumstances under which this proposal was adopted at the session of the Government of the Republic of Croatia on December 19, namely without the possibility of prior consultation with the trade unions of state services and trade union centers on the text of the Law, especially since it abolishes the institute of past work, in accordance with the opinions and proposals of the World Bank and SIGMA – Support for Improvement in Governance and Management (a joint initiative of the OECD and the EU).

From the representatives of the World Bank and the EU, trade unionists want to hear “first-hand” what is actually required of Croatia regarding certain acquired employee rights and its legal tradition.

The NHS reminds that the proposal of the Law was also developed according to the opinion of the World Bank that it should enable a reward system for state officials based on the principle of “equal pay for equal work” and SIGMA’s emphasis on the importance of professionalizing public administration and motivating officials. Among other things, the law proposes replacing the institute of past work with the institute of promotion based on work performance and effectiveness. (H)
