The Ministry of Environmental Protection, Physical Planning and Construction today refuted claims in the media that the Regulation on Licensing favors large companies. “Licenses from the Ministry can also be obtained by companies with fewer than 10 employees, but such companies cannot be licensed for performing complex and technologically demanding jobs,” the Ministry states.
It reminds that a license will not be required for contractors of three types of buildings – construction (gross) area up to 400 square meters, buildings with a construction (gross) area up to 600 square meters intended exclusively for agricultural production, and for simple buildings and works. No conditions regarding employees, equipment, or business premises will be imposed on the contractors of these buildings, and the only condition is, as before, that the company performing such works is registered for construction activities, the Ministry states.
The Ministry also states that to obtain a license for the construction of non-demanding buildings, it is necessary to have one or two work managers, from one to three foremen (or team leaders), and from three to 40 workers. For technically more demanding buildings (group III and II buildings), it is necessary to have from one to four work managers, from one to six foremen (or team leaders), and from three to 120 workers. For the execution of a complete building that is particularly technically-technologically demanding (group I buildings – highways, railway infrastructure, sea and river ports, and airports when built as a whole, power plants of 20 MW and larger, international pipelines for the transport of oil, gas, etc. when built as a whole…) it is necessary to have at least eight work managers, at least 15 foremen or team leaders, and 500 workers, the Ministry states.
